If we're going to address the commercial sale of puppies in Texas, we first need a clearer picture of where it's happening.
Pet stores selling commercially bred puppies don’t operate in isolation.
They operate in communities.
They have addresses, customers, reviews, local officials and state legislative districts. Understanding that landscape can help animal welfare organizations move beyond anecdotes and toward more organized, evidence-based advocacy.
That’s why Lone Star Humane Association created the Texas Puppy Store Tracker.
Building a clearer statewide picture
The tracker is designed as a central resource for identifying and monitoring puppy-selling pet stores across Texas.
Our platform brings together a store directory with geographic and advocacy tools so our team and supporters can better understand where these businesses are operating and the communities and legislative districts connected to them.
The platform currently includes a store directory, district mapping, review monitoring, volunteer coordination and outreach tools.
That gives us something animal advocates haven’t always had:
A statewide view.
Why tracking matters
Texas has taken steps to strengthen oversight of commercial dog and cat breeding.
In 2023, Senate Bill 876 expanded the state’s Dog or Cat Breeders Act by lowering the threshold for certain breeders to fall under state licensing requirements from 11 adult intact females to five and removing the previous requirement that a breeder sell at least 20 animals in a calendar year.
But understanding the commercial pipeline for puppies also means looking at the retail side of the equation.
Where are puppies being sold?
Where are stores concentrated?
Which communities are affected?
Which legislative districts contain these businesses?
Those are questions that become easier to examine when information is organized geographically instead of scattered across individual searches and reports.
Connecting stores to legislative districts
One of the most important parts of the Puppy Store Tracker is its district-level perspective.
Animal welfare advocacy becomes much more actionable when a store isn’t simply a dot on a map.
It’s a business operating inside a Texas House district and a Texas Senate district, represented by elected officials who can hear directly from their constituents.
Connecting those pieces helps advocates understand where conversations need to happen.
A resource that can grow with the issue
This isn’t intended to be a static list.
The Texas Puppy Store Tracker gives Lone Star Humane Association a foundation for monitoring stores, documenting information, organizing outreach and understanding how the puppy retail landscape changes over time.
As our information grows, so does our ability to identify patterns and focus advocacy where it can have the greatest impact.
