Our work is powered by volunteers who believe every animal deserves humane treatment and meaningful protection under the law.

We unite advocates, animal-welfare professionals and communities across Texas to advance practical legislation, prevent cruelty and help people participate in the public-policy process.

We are committed to sharing how contributions support legislative advocacy, what our efforts accomplish and what we learn when a proposal does not advance. That openness strengthens our organization, our partnerships and the statewide voice we are building for animals.

Our board brings experience in animal welfare, law, public policy, sheltering, communications and community organizing.

Shelby Bobosky

Animal-law educator and legislative advocate

Shelby is an animal-welfare advocate and legal educator whose career has centered on legislative reform and community leadership. From 2011 to 2026, she helped shape Texas animal-welfare laws through another nonprofit working at the Capitol. Her work supported statutes including the Anti-Gas Chamber law, Mandatory Canine Encounter law, Safe Outdoor Dogs Act and Texas Dog or Cat Licensed Breeder Act.

She serves as an adjunct professor at SMU Dedman School of Law, where she has taught Animal Law and Wildlife Law. She also advises Texas animal rescues, pet owners, elected officials and nonprofits, bringing legal expertise to the people working directly for animals.

Maggie Hill

Community advocate and communications strategist

Maggie combines legislative experience with professional communications expertise. She is founder and president of Friends of Animal Care Services San Antonio and previously served on the Bexar County Animal Control Board. Her work connects public policy, municipal sheltering and the communities they serve.

Lindsay Bartula

Attorney and public-policy advocate

Lindsay brings experience in transactional law and the Texas legislative process. An attorney for a public university, she supports the organization’s work to improve animal welfare through practical legislation and sustained public advocacy.

Becca Arizmendi

Animal-rescue operations leader

Rebecca is Chief Operations Officer of Yaqui Animal Rescue in the Rio Grande Valley. She leads daily operations and frontline rescue efforts for a sanctuary serving more than 200 animals, while building partnerships around cruelty prevention, veterinary access, humane education and community engagement.

Her background includes work with courts, local and federal agencies and municipalities. She holds a bachelor’s degree in psychology from the University of Houston and a master’s in public administration from the University of Texas Rio Grande Valley.

Board member

Amy supports the organization’s statewide work. A full biography will be added soon.

Abby Allison

Project leader and animal-welfare advocate

Abby is a project manager whose professional experience spans consulting, business transformation and technology. Across North Texas, she has supported shelter advocacy, responsible pet ownership and legislative reform, and has fostered animals with a wide range of medical needs.

She earned her bachelor’s degree from Oklahoma State University’s Spears School of Business. Her undergraduate honors thesis examined deceptive practices in the retail sale of dogs and cats and their effect on animal welfare.
